    Isu atau masalah rasuah menjadi topik utama sama ada di peringkat antarabangsa mahupun di peringkat dalam negara. Pertubuhan Bangsa- bangsa Bersatu menegaskan komitmen komuniti antarabangsa bertegas untuk mencegah dan mengawal rasuah melalui buku bertajuk United Nations Convention against Corruption. Hal yang sama berlaku di Malaysia. Melalui pernyataan visi oleh mantan Perdana Menteri Malaysia, Tun Dr. Mahathir bin Mohamed memberikan indikasi bahawa kerajaan Malaysia komited untuk mencapai aspirasi agar Malaysia dikenali kerana integriti dan bukannya rasuah. Justeru, tujuan penulisan bab ini adalah untuk membincangkan rasuah dari beberapa sudut termasuk perbincangan dari sudut agama Islam, faktor-faktor berlakunya gejala rasuah, dan usaha-usaha yang dijalankan di Malaysia untuk membanteras gejala rasuah. Perkara ini penting bagi mengenalpasti penjawat awam menanamkan keyakinan dalam melaksanakan tanggungjawab dengan menghindari diri daripada rasuah agar mereka sentiasa peka mengutamakan kepentingan awam

    Administration of Property Development in Sarawak

    Development administration is a very broad concept because its approach is meant to be used to understand the system of public administration in a country.  However, the concept of development itself covers many areas such as social development and physical development.  The focus of discussion in this paper is presented in the context of physical development that centres on real estate development in Sarawak. This paper is important because it also looking at centralization processes being done by the State Authorities in the aspect of land development in Sarawak. In order to sustain the discussion on the administrative aspect of this real estate development, it will be studied in detail via the allocation of development, and the method and process of how the said development is undertaken.  There are several factors that influence the development plan of properties in any particular area, such as factors of politics, history, urbanization, interaction of resources, type of soil, location, and so on.  To overcome the side-effects which would occur in the development of a particular area there is a need for controls to be done or taken by the parties concerned.  Among some of the development controls that are taken are controls from the legal aspect and from the process of obtaining development approvals.  In addition to that, the other parties involved in the process of property development in Sarawak are the State Planning Authority, Land and Survey Department, the local authorities and other technical agencies.  Thus, the balancing effect in the process of the development administration itself will lead to the achievement of sustainable development which is also an important factor in ensuring that the planned development will be beneficial to all parties and that it will ensure equilibrium in the environment in order to preserve it.  This paper is formed conceptually because emphasis is given to the aspects of the administration of property development that is practiced in Sarawak. Hopefully this paper may able to solve the problems faced during planning and controlling stages in Sarawak.     Perancangan dan Kawalan Pembangunan di Sarawak : Kajian Kes Majlis Daerah Sarikei

    Sarawak's development planning practice is said to be unique compared to other states in Peninsular Malaysia. Generally, this research is done to identify the planning practices and development control tools in Sarawak and focusing in Sarikei Division. This research is also looking at centralization processes being done by the State Authorities toward local authority in Sarikei. Other than that, this research also looks at considering factors and problems which arise during planning and controlling stages. The sample group method is conducted in this research. Firstly, respondents who include the government agencies and departments as well as developers were randomly selected. Quantitative and qualitative approach applied to analyze the findings. The research finding shows that Sarawak state practices decentralization in their development projects. However, the state still controls certain processes and authority sanction the project leaving the local authority to sanction the project leaving the local authority less empower regarding on that matter. The planning and controlling stages of environment, physical, types of development and politics. The factors that hinder the development in Sarikei were strict registration process, long sanctioning period, shortcomings at the local authority management level and lack of complete project. Hopefully, this research may able to solve the problems faced during planning and controlling stages in Sarawak, particularly Sarikei

    Masyarakat berbilang kaum di Sarawak mempunyai kekayaan khazanah adat dan budaya yang pelbagai. Adat dan budaya ini menjadi pegangan dan kepercayaan sejak turun temurun lagi.Pepatah biar mati anak, jangan mati adat amat sinonim dan signifikan dengan apa yang diamalkan oleh masyarakat Melayu khususnya.Puisi tradisi Melayu Sarawak merupakan warisan pusaka nenek moyang yang telah diaplikasikan penggunaannya dalam budaya masyarakat itu sendiri.Ia juga turut digunakan sebagai satu cara untuk merealisasikan adat resam, kepercayaan, amalan budaya serta amalan agama mereka.Dari aspek inilah kita dapat melihat kepada gambaran tahap tamadun dan pemikiran masyarakat Melayu ketika zaman dahulu.Dilihat dari sudut sejarah didapati terdapat beberapa pengkaji di Barat yang telah mengkaji puisi Melayu di nusantara sejak dahulu seperti K.M. Endicott (1980), R.O.Winstedt (1917-1961), W.G.Shellaber (1975) dan ramai lagi.Tumpuan kajian mereka adalah terhadap penggunaan bahasa dalam puisi-puisi berkenaan. Kertas kerja ini akan melihat kepada pengaruh dan asimilasi agama dan kepercayaan dalam budaya masyarakat Melayu Sarawak melalui penggunaan puisi dalam beberapa perkara seperti bermukun (bergendang), majlis keramaian, amalan perubatan tradisional, petua dan permainan tradisional. Pengkaji juga akan turut meneliti kepada keperluan dan rasionalnya pada zaman serba moden ini dan melihat sejauh manakah puisi ini telah menjadi satu tradisi budaya dalam budaya masyarakat Melayu di Sarawak

    The main concern of river development was to facilitate future development of a river in a way they can preserve and conserve the river environment naturally.Since the river areas was one of the most valuable assets in sustaining urban development, the river mitigation measures formulated should not discourage the development to take place.However it must be strictly safeguarded by proper controlling and monitoring mechanism by the relevant approval authorities. Therefore, the objective of the paper is to review the general features of urban river development and urban river landscaping by local authority in implementing the river infrastructure mitigation projects.This paper also made suggestions on how the relevant authorities can play their roles for a friendly monitoring of river development particularly in urban property development

    Strengthening the framework for the adoption of private finance initiative in local government infrastructure procurement in Malaysia

    Improving local authority’s (LAs) responsibility in infrastructure provision is significant if local authorities wish to provide efficiency of public infrastructure and services to communities. The use of a appropriate procurement methods can effect project efficiency and success. Different procurement method will have different effect therefore it is very crucial to consider all factors in the selection of the most appropriate procurement strategy. This situation has forced local authorities to be more creative and innovative in their procurement strategy, and one of the method is to involve the private sector in infrastructure provision. Furthermore, local authorities in many countries have turned to PFI procurement strategies in delivering public infrastructure. However, this methods is still less considered in local authorities in Malaysia, even though the model was introduced in Malaysia since 2006 through Ninth Malaysia Planning. Therefore, the aim of this paper is to discuss the discussions the relevant of PFI adoption model as a procurement strategy in local government, in which to see how PFI implemented in the context of local government, particularly on the critical success factors study experienced of other countries.     “Silo” didefinisikan sebagai sikap dan nilai yang membentuk mentaliti seterusnya budaya dalam cara bekerja. Mentaliti “silo” dirujuk kepada pola fikir beberapa bahagian dalam jabatan atau sektor-sektor tertentu yang tidak mahu berkongsi maklumat dengan jabatan atau sektor lainnya. Ia sekali gus mengurangkan tahap efisien sesuatu sektor secara keseluruhan. Mentaliti ini di katakan lebih mudah dialami oleh organisasi yang besar seperti sektor birokrasi kerajaan. Ini kerana birokrasi biasanya menghasilkan red tape dengan kepelbagaian aturan sekali gus menetapkan aturan formal kepada individu pekerjanya. Manakala perubahan pula dituntut bagi memastikan segala matlamat, objektif dan sasaran yang ditetapkan boleh dicapai dengan lebih baik dan berdaya maju. Pekerja adalah penggerak perubahan dan penentu masa depan negara. Kegagalan mengurus dan menangani perubahan memberi kesan kepada penyampaian dalam perkhidmatan. Bagaimana ini boleh dilakukan sekiranya ada “silo”? Sistem dan operasi organisasi menjadi idak cekap dan berkesan. Sekali gus tidak memberi faedah yang maksimum kepada pelanggan dan rakyat. Oleh itu, artikel ini akan membincangkan kecekapan dan keberkesanan sektor perkhidmatan awam dalam mendepani cabaran Revolusi Industri 4.0 yang sememangnya memberi impak kepada sektor perkhidmatan awam. Perkembangan Revolusi Industri 4.0 digagaskan dalam Rancangan Lima Tahun negara seiring Pelan Strategik Suruhanjaya Perkhidmatan Awam Malaysia untuk memastikan sektor perkhidmatan awam kekal relevan dalam arus modenisasi. Proses penambahbaikan kepada sistem e-kerajaan juga mempengaruhi kecekapan dan keberkesanan sektor perkhidmatan awam.     An Investigation of Factors Contributing to Job Stress for Secondary School Teachers in Kota Samarahan, Sarawak

    Being a teacher had been recognized as a stressful job. Teachers had experienced stress due to several factors such as workload(s), students’ behavior, administration support, and working environment. The objective of this study is to identify the level of work stress among secondary school teachers. The significance of this study will be able to help increase awareness that teachers may suffer from work stress. The research objectives were answered using descriptive analysis, Pearson correlation, and multiple regression analysis. This study used a survey questionnaire method to collect data. The respondents of this study consisted of 158 teachers from two secondary schools in Kota Samarahan. A simple random sampling method was used to select the sample and data was analyzed by using the Statistical Package of Social Sciences (SPSS). The findings of this study revealed that secondary school teachers were experiencing a medium level of work stress. It was also found that all the independent variables comprised of workloads, students’ behavior, administrative support, and working environment have a positive medium relationship with the level of work stress. Finally, it was found that student behavior is the major factor contributing to work stress among teachers

    Youth Perception and the Effects of Disciplinary Action Implemented in School

    The disciplinary problem in school has become one of the popular issues in Malaysia. The purpose of this study is to describe youth perceptions and the effects of disciplinary action implemented in school. It intends to achieve three main objectives which are to identify the perceptions of youth towards disciplinary action practice in school, to examine the effects of disciplinary action practice, and to make comparisons between gender and its acceptance towards disciplinary action in school. Data collection had been carried out using a quantitative approach through convenient sampling. There were 260 questionnaires distributed to respondents from the diploma and degree students under the Faculty of Administrative Science & Policy Studies at MARA University of Technology (UiTM) in Kota Samarahan.  Findings showed that most youths agreed on the good perception of the disciplinary action implemented in school. However, there were also respondents who had given some opinions and recommendations. Nevertheless, only some of the students tend to access aggressive solutions. This study also did a comparison between gender and its acceptance toward disciplinary action in school.  However, finding indicated there was no difference of acceptance between genders
